Rs1 Billion Suthra Punjab Scandal Triggers Probe into Faisalabad Waste Management Operations
FAISALABAD: A major corruption investigation has been launched into sanitation operations under the Suthra Punjab Programme in Faisalabad after authorities uncovered alleged financial irregularities estimated at more than Rs1 billion.
According to findings shared by the Anti-Corruption Establishment (ACE), several officials of the Faisalabad Waste Management Company (FWMC) and private contractors are accused of manipulating operational records, inflating service claims, and causing significant losses to the public exchequer.
Investigators allege that official records showed 2,317 waste containers in service, while only 1,717 were physically available. The inquiry also identified alleged payments made for hundreds of non-existent sanitation workers and discrepancies in the installation of waste enclosures and deployment of waste collection equipment.
A case has been registered against former and serving FWMC officials, along with representatives of a private contractor involved in sanitation services. Anti-corruption authorities have constituted a special investigation team to determine the extent of the losses, identify departmental responsibilities, and examine alleged manipulation of digital monitoring systems.
Punjab government officials maintain that the irregularities were detected through enhanced monitoring mechanisms introduced under the Suthra Punjab Programme. The government says the matter was referred to anti-corruption authorities immediately after discrepancies were identified.
The case has raised broader questions about oversight and accountability within large-scale municipal service delivery projects. Governance experts note that while digital monitoring systems can improve transparency, their effectiveness ultimately depends on robust auditing, independent verification, and timely enforcement actions.
The ongoing investigation is expected to examine procurement processes, contractor performance, payroll records, and operational reporting mechanisms used in Faisalabad’s waste management operations. Authorities have stated that legal action and recovery proceedings will be pursued if the allegations are substantiated.
